Blessed by Lord Shiva, Garga fathered Kalayavan, a powerful demon born to a woman from the Yavana class, considered uncivilized and untouchable by the society of that time. Kalayavan, leading a massive army of barbarians, joined forces with Jarasandh, who coordinated a simultaneous attack on Mathura from both east and west. As Kalayavan challenged Krishna to fight, Krishna realized the danger of Mathura being attacked from two sides. To protect the citizens, Krishna devised a plan with Balaram.

While the citizens of Mathura slept, Krishna called upon Visvakarma, the divine architect, to build a splendid city within the sea.
